PUBLIC OFFER AGREEMENT for an annual electronic subscription to Mental Health journal

1. GENERAL PROVISIONS

1.1. This document is a public offer by Dmitry Andreevich Irishkin, Individual Entrepreneur, for a paid annual electronic subscription to Mental Health journal, under Article 437(2) of the Civil Code of the Russian Federation.

1.2. The agreement is concluded by accession to all its terms under Article 428 of the Civil Code. Payment constitutes acceptance under Article 438(3) and full, unconditional agreement with the terms of the controlling Russian-language offer.

1.3. The subscriber under this agreement is a natural person who accepts the offer. The Russian-language offer controls if this translation differs from it.

2. SUBJECT OF THE AGREEMENT

2.1. The publisher undertakes to supply an annual electronic subscription, and the subscriber undertakes to pay for it on the terms of this agreement. The subscription includes 12 PDF issues for the current calendar year, sent to the email address provided during payment.

2.2. The subscription also includes technical formatting of manuscripts submitted by the subscriber to the journal during the subscription period.

2.3. Technical formatting includes Russian and English title pages; English translation of the article title; help preparing a structured abstract and its English translation; selection and formatting of keywords and their English translation; formatting the bibliography and References section to the journal's standard; and English translation of figure captions supplied by the subscriber.

2.4. The service excludes formatting the main manuscript text and tables; work on figures; drafting figure captions on the subscriber's behalf; scientific and literary editing; and verification of methods, statistics, results, bibliographic sources, or the accuracy of author information.

2.5. Technical formatting does not affect peer review or the publication decision. The journal's editorial board decides on publication under the usual editorial policy, regardless of whether the author has a subscription.

2.6. Not using the technical formatting service does not change the subscription price and gives no entitlement to monetary compensation.

3. PRICE AND PAYMENT

3.1. The annual subscription price is stated on the Russian subscription page. VAT is not charged because the publisher is exempt under Article 145(1) of the Tax Code of the Russian Federation.

3.2. Payment is a single, cashless payment of 100% of the price in Russian rubles through YooKassa (YooMoney JSC, TIN 7710140679).

3.3. The subscriber's payment obligation is fulfilled when the funds reach the publisher's account.

3.4. An electronic fiscal receipt is sent to the email address provided during payment, under Federal Law No. 54-FZ of 22 May 2003.

4. DELIVERY

4.1. Issues for the current calendar year already published before payment are sent within three working days of receipt of payment. Subsequent issues are sent as they are published.

4.2. The subscriber must provide a valid email address during payment and bears the risk of providing an incorrect or inaccessible address.

4.3. The supplied issues are for personal use only. Distribution, public posting, and transfer of issues to third parties are not permitted.

4.4. The publisher is not responsible for inability to deliver issues for reasons outside its control, including rejection of messages by the subscriber's email service.

5. CANCELLATION AND REFUNDS

5.1. The agreement takes effect upon acceptance and remains in force until both parties have fully performed their obligations. The subscription period is the current calendar year.

5.2. Under Article 32 of the Russian Consumer Protection Law, the subscriber may cancel at any time, provided the publisher's actual expenses incurred in performing the agreement are paid.

5.3. On cancellation, the refundable part of the subscription price is proportional to the number of issues not yet sent to the subscriber when the publisher receives the cancellation request.

5.4. The request must be sent to the publisher's email address in section 8. The refund is made within ten calendar days of receipt of the request, using the same method as the original payment.

6. PERSONAL DATA

6.1. The publisher processes the subscriber's email address exclusively to perform this agreement: sending journal issues and the fiscal receipt.

6.2. The legal basis is Article 6(1)(5) of Federal Law No. 152-FZ of 27 July 2006: processing necessary to perform a contract to which the data subject is a party.

6.3. YooKassa collects personal data during payment. The subscriber's bank card data is not passed to or processed by the publisher.

6.4. Personal data processing is governed by the publisher's personal data processing policy available on the website.

7. FINAL PROVISIONS

7.1. The publisher may update the offer. A new version applies to agreements accepted after it is published.

7.2. Disputes are resolved under the laws of the Russian Federation. This English text is supplied only to help international readers understand the principal terms.
